Where does
your tax money
actually go?

Dutch government is built up in geographical layers — from the EU down to water authorities. Each layer has its own taxes, budget and democratic representation.

Arrows show geographic containment, not money flow. The Municipalities Fund (€45 bn) and Provinces Fund (€3 bn) flow directly from central government; provinces are not in the cash path to municipalities, but they do supervise municipal budgets and set spatial planning frameworks. Water authorities raise their own taxes and cut across provincial and municipal borders.

Within and alongside central government there are different forms of organisational (in)dependence — from a core ministry to a High Council of State, plus the independent judiciary as its own branch of state. Each with its own steering and accountability rules.

The order reflects increasing autonomy from the minister: a ministry is 100% politically directed, a High Council of State cannot be instructed by a minister. Regulators are legally ZBOs or High Councils, but listed separately because their role (market regulation, data privacy, complaints) requires distance from politics. The judiciary is not an executive body but a separate branch of state in the trias politica — off-axis. Amounts overlap: the €180 bn at ZBOs is largely contained in the €374 bn of Ministries (state contributions to SVB/UWV that flow through the funds). Don't add them up.

Beyond salaries and operating costs, most money flows out through four channels. Sorted by size — social funds are by far the largest, public tenders second, subsidies third. Recipients aggregates who ultimately gets the money.
