Het College van Toezicht Auteursrechten werd op 15 juli 2003 ingesteld bij de Wet toezicht en geschillenbeslechting collectieve beheersorganisaties auteurs- en naburige rechten. Het ZBO houdt toezicht op collectieve beheersorganisaties als Buma/Stemra en Sena.

Het College van Toezicht collectieve beheersorganisaties Auteurs- en naburige rechten (CvTA) houdt toezicht op Collectieve Beheersorganisaties zoals Buma/Stemra, Sena en Lira. Het CvTA beoordeelt of CBO's zich houden aan de Wet toezicht en geschillenbeslechting collectieve beheersorganisaties, inclusief transparantie, redelijkheid van tarieven en goed bestuur. Het college brengt jaarlijks toezichtrapporten uit.
