De Grondkamers werden in hun huidige vorm in 1958 ingesteld onder de Pachtwet als ZBO's voor pachtgeschillen. Zij toetsen pachtovereenkomsten op wettelijke pachtprijzen en stellen pachtprijzen vast.

De Grondkamers zijn vijf regionale ZBO's die pachtcontracten toetsen en pachtprijzen vaststellen conform de Pachtwet (titel 7.5 BW). Zij beoordelen of pachtovereenkomsten voldoen aan wettelijke eisen, behandelen geschillen tussen verpachter en pachter en registreren goedgekeurde contracten. Het secretariaat wordt ondersteund vanuit RVO.
